2yrs of Casino Drives: Online gambling now uncontrolled

All it started was a buzz. The raids of well-known sporting clubs revealed that gambling and illegal casino businesses were being run by ruling party leaders.

The month-long drive was largely focused on gambling at sporting clubs, but online gambling continues to be a problem, evading the eye of law enforcement.

The much-talked-about crackdown on gambling and extortion began with raids at five sports clubs.

Although government officials repeatedly suggested that the drive would continue it was stopped by a series raids that saw the arrest of more than 250 people. This included several leaders from affiliated bodies of the ruling Awami League. Since November 1, 2011, there have not been any such drives.

Yesterday, Commander Khandaker al Moin, the director of the legal and media wings of Rab, spoke to The Daily Star and said that the club-based gambling and casino have been stopped. "We are gathering intelligence. We will launch drives again if we find any of these activities.

However, he admitted that online gambling was taking place and that their cyber monitoring unit was on alert.

He said, "Whenever we have information, we launch raids."

Three members of an online gambling gang were arrested by detectives on September 14 -- Delwar Hossain and Mohiuddin, respectively -- in the capital's Demra region.

Anti-Terrorism Unit arrested four members of a gang for smuggling money via StreamKar, a social media gambling app. Online gambling is still being practiced using various sites and apps, according to law enforcement officers.

They claimed that online gambling was being used during cricket matches using bitcoin or digital currency (cryptocurrency). Online gambling is a way to siphon off millions of taka. Around 30 operations were carried out at 22 locations during the campaign against the casino industry.

Rab was arrested on immediate notice as the president of Dhaka City Jubo League (south) Ismail Hossain Samrat, organizing secretary Khaled Mahmud Bahmud, vice-president Enamul Hque Arman, Dhaka City North unit joint secretary and Ward Councillor Tarequzzaman Rajib and Shafiqulal Alam Feroz, Krishak League central committee member, for running an illegal casino business.

All of these leaders were later expelled by Jubo League.

Media reports identified several patronisers, but no legal action was taken against them.

GK Shamim, a Jubo League leader, and tender Mogul, are also among the arrested. Shamim, Lokman Hossain Bhuiyan (director of Mohammedan Sporting Club), Selim Prodhan (Online casino kingpin), three local AL leaders, and Habibur Rahman Mozan, ward councillors, were also among those arrested.

The drives resulted in the confiscation of a large amount of gambling equipment, liquor, 22 guns, Tk 8.45 cr in cash, FDR worth TK 166.27 crore, and gold ornaments that weighed around 8 kg. Rab mobile courts also sentenced 204 other defendants to various terms of imprisonment.

The Rab crackdown revealed how a group allied with some sports organizers transformed renowned sporting clubs in the capital in lavish establishments that could run 24/7 casino businesses.

Rab, Criminal Investigation Department officials and Anti-Corruption Commission officers filed 58 cases against fifteen people. Rab was involved in 10 cases and has already filed charges sheets in nine of them.

Top ACC officials claimed that they had already filed charges sheets in 13 of the 22 graft cases they were tasked to investigate.

Police are investigating the rest.
